DCC170 switches off immediately

I have a Philips DCC170. When I put it away about 10 years ago, it was still working. Now that I want to start it up again, it turns on briefly, I hear some things (difficult) turning, and then it turns off again. Without the battery in it, it does nothing at all. I have also tried charging the battery for longer, but without the power cable it does not even start up. Is this a battery that is completely dead? Or possibly something else?

Usually the battery is dead after 30 years.

The main problem will be the belt and that can be replaced for sure.
